Rathaus (city hall)
The City of Nürtingen in South-West Germany (population 40,000) has already been practicing citizen engagement and citizen orientation since 1991. Indeed, the enlargement of the town hall building in the early 1990s was taken as an opportunity to transform what had been an administrative headquarters into a transparent citizen- oriented agency. At the same time, the Forum for Senior Citizens, a rather low profile local initiative, was transformed into a meeting point for people of all ages - the Citizens Forum.
Given its comprehensive approach to citizen engagement, it was no surprise that Nürtingen was awarded the first prize in 1999 in a nation-wide competition run by the Bertelsmann Foundation and the Active Citizenry Association on the theme of "Citizen Orientation in Local Authorities - Ways to Strengthen Local Democracy". Since then, Nürtingen has become a Mecca for citizen-oriented local authorities in Germany.
The traditionally strong focus on citizen engagement in Nürtingen also has the full support of the newly-elected Oberbürgermeister Otmar Heirich. A citizen survey last summer gave rise to a number of task groups in which citizens are now working with local staff on city development issues. Furthermore, the topic "Corporate Citizenship" is not just theory in Nürtingen. For example, the local machine tool company Heller recently won an award for its social engagement policies.

¡Bienvenido a la página web de la ciudadanía activa de la ciudad de Nürtingen! Aquí encontrará usted información en alemán sobre el trabajo de los ciudadanos voluntarios, de la participación de las empresas locales como ciudadanas voluntarias y de como el municipio los apoya.
La ciudad de Nürtingen está ubicada en el estado de Baden-Württemberg, al sur de la República Federal de Alemania. La ciudad cuenta con 40,000 habitantes muchos de los cuales dedican su tiempo libre a participar en actividades de interés público. El municipio los apoya ampliamente. Asi por ejemplo les otorga en forma gratuita algunos ambientes de su centro cívico (Bürgertreff) para cualquier tipo de eventos o reuniones. Esta participación de la población y de las firmas locales en el sector de ciudadanía activa ofrecen nuevas perspectivas de vida. Hay voluntarios que trabajan en forma gratuita en el sector de integración de extranjeros, en el sector de salud, en el sector escolar, en el sector de turismo y en muchos otros sectores. Ejemplo del trabajo de ciudadanos activos
Nueve alumnos de una de las escuelas secundarias de la ciudad de Nürtingen visitan dos veces por semana un asilo de ancianos. Los jóvenes de 14 y 15 años de edad van acompañados de 3 mentores de la ciudad de Nürtingen. Durante sus visitas hacen ellos juegos de entrenamiento de memoria, leen poemas y cuentos cortos, cantan, los llevan a pasear a las afueras de la ciudad, etc. Estas visitas son recibidas con mucha alegría en el asilo.
Los alumnos han nombrado este proyecto "el lado soleado de la vida". Organizaciones estatales (Paritätisches Bildungswerk y Landesstiftung Baden-Württemberg) apoyan este proyecto económicamente. Con este apoyo financiero adquirieron los alumnos unos muñecos que los acompagnan durante sus visitas.
Tanto los alumnos, como los mentores y los ancianos encuentran que estas visitas enriquecen sus vidas.

Nürtingens bürgerschaftliches Engagement mit japanischen Augen
Nürtingen genießt insbesondere seit der Auszeichnung 1999 als Bürgerorientierte Kommune weit über die Landesgrenzen hinaus großes Ansehen. Nun ist der Ruf sogar in Fernost angekommen: Eine Delegation von acht Japanern wurde am Montag von OB Heirich im Rathaus begrüßt. Dieser betonte in seiner Ansprache, dass die Stadt Nürtingen großen Wert auf die frühe Einbindung der Bürgerschaft in Entscheidungsprozesse legt. Nach einer anschließenden Gesprächsrunde führten Hannes Wezel und Irmgard Schwend vom Bürgertreff die japanischen Besucher durch das Rathaus, den Bürgertreff und das Café Regenbogen sowie in den Tafelladen, von dem sich die Gäste sehr beeindruckt zeigten. Eine Kirchturmbesteigung rundete das Programm ab. Abschließend wurden den Japanern Fragen beantwortet und Beispiele für positive Effekte aufgezeigt, die aus dem Bürgerengagement erwachsen. Dank Simultanübersetzung funktionierte die Verständigung einwandfrei. Weitere Kontakte sind nicht ausgeschlossen. OB Heirich wies schließlich bei seiner Begrüßung darauf hin, dass Nürtingen zwar einige Partnerstädte in Europa, aber noch nicht in Japan habe. nt
